EXECUTIVE SUMMARY

 

DISASTER RESPONSE LOGISTICS (DRL) was formed to address the difficulties and / or deficiencies in providing cost effective & professionally managed MARINE LOGISTICAL SUPPORT to areas surrounding the Indian Ocean and other areas stricken by natural disaster.

 

The scope for development of this organization is global and addresses a multi disciplinary approach to DISASTER Preparedness, DISASTER Response and DISASTER Relief on behalf of a wide spectrum of stakeholder groups. (Ref: Memorandum of Association “objects”)

 

At the outset, the number of countries or regions which may be assisted by the work of DRL will be dependant on funds made available by National and International donor and stakeholder organizations, providing HUMANITARIAN AID to affected areas, and it is envisaged that further development of DRL strategic and operational procedures, funding and development, will shortly allow the deployment of amphibious units worldwide. 

 

 

 

GENERAL BACKGROUND

 

The origins of DRL can be traced to the Marine Salvage Industry and Offshore Oil Industry, where marine professionals are frequently required to operate vessels in extreme conditions or during natural disasters and to engage in joint logistical operations for the protection of life and property under the most severe environmental conditions.

 

An example of such operational capability is the annual protection of life and property in the Gulf of Mexico, Caribbean, China Sea and Western Pacific, during the occurrence of Tropical Revolving Storms. 

 

DRL personnel have many years of such operating experience, and are well placed to evaluate, develop and implement a diverse range of marine transport logistics in areas affected by extreme environmental conditions.

 

 

 

PROJECT RATIONALE AND JUSTIFICATION

 

Since the occurrence of the Indian Ocean Tsunami on 26 December 2004, and the difficulties experienced by National and International agencies to cope with the dimension of these disasters and the implications for immediate and protracted emergency intervention, we are convinced that a specialized approach to marine logistics and partnership between DRL and other INGOs will benefit all concerned in the event of future natural disasters.

 

 

DEPLOYMENT GOALS, KEY OBJECTIVES AND EXPECTED OUTCOMES

 

The goal of the Company and our sister Charity, is to further the improvement of disaster preparedness, relief and recovery operations through the operation of specially designed and equipped Amphibious Ships in conjunction with aid organizations and other trained professionals.

 

The key objective of these initiatives will be to assist populations impoverished by disaster to rebuild their damaged infrastructure and return to a situation of safety and self-sufficiency.

 

 

 

IMMEDIATE OBJECTIVES, OUTPUTS AND ACTVIITIES 

 

Immediate objectives

 

 

1/  - Transport humanitarian aid and reconstruction materials on behalf of National and International agencies working in Indonesia and IOR.

 

 

2/  - Accommodate, transport, supply and support MEDICAL TEAMS to remote and marginally accessible areas during emergency missions.

 

 

3/  - transport and assist with the operation of portable WATER WELL DRILLING UNITS to disaster-affected areas.

 

 

  

LONG TERM AIMS & OBJECTIVES   - STRATEGIC AND OPERATIONAL

 

 

·        To enhance the effective cooperation and coordination between National and International disaster relief organizations

 

·        To promote and participate in a structured network of observation, research, development, communication and reporting to enhance disaster relief procedures and rapid response techniques.

 

  • To promote and improve proactive disaster management and preparedness throughout advocacy and social interaction in our geographical areas of operations.
